The Ahafo Regional Co-ordinating Council (AhRCC) held a one-day capacitybuilding workshop on Wednesday, 2nd July 2025 at the RCC Conference Hall in Goaso to enhance staff understanding of performance management systems within the Local Government Service. The training brought together staff from various RCC departments, as well as officers from agencies like ISD, NCCE, and the National Service Secretariat.
In his opening remarks, Chief Director Mr. Sampson Amoako Kwarteng
highlighted the importance of performance management in promoting
accountability and efficient service delivery. He urged staff to treat
performance monitoring as a continuous process essential for regional
development.
Ms. Maud Mensah, Head of Human Resource at AhRCC, delivered a
presentation on the legal foundation of performance management systems, referencing the Local Governance Act, 2016 (Act 936). She explained the role of the Co-ordinating Directorate and emphasized the mandate of Heads of Departments/Units to supervise, appraise and ensure accountability within the Local Government Service institutions.
Ms. Mensah outlined the key elements of an effective performance
management system, including planning, monitoring, mid-year reviews, endof-year evaluation, feedback and linking performance to staff development and rewards. She stressed the need for consistent application, leadership support and adherence to timelines.
Participants engaged in group exercises focused on performance planning.
The discussions revealed key challenges such as inconsistent supervision and delayed feedback. They also recommended solutions like training for appraisers, standardized tools and improved feedback mechanisms.
The workshop ended with a call for the institutionalization of robust
performance management systems to drive staff motivation, professional
growth and improved service delivery across the region.
