The Ahafo Regional Minister, Hon. (Mrs.) Charity Gardiner, on Friday, 30th January 2026, presided over a performance contract signing ceremony involving all Hon. Municipal and District Chief Executives (MDCEs) and Municipal/District Co-ordinating Directors (MDCDs) in the Ahafo Region at the Ahafo Regional Co-ordinating Council (RCC) Conference Room. The ceremony, attended by officials of the RCC, MDCEs, and members of the media, forms part of government’s performance management framework aimed at strengthening accountability, efficiency and service delivery at the local government level, while aligning the activities of Municipal and District Assemblies (MMDAs) with national and regional development priorities.
In his welcome remarks, the Regional Co-ordinating Director of the Ahafo Regional Co-ordinating Council, Mr. Joseph Frimpong Naayo, warmly welcomed the Regional Minister, Hon. MDCEs, Municipal/District Co-ordinating Directors, RCC officials and the media to the ceremony. He emphasized that the performance contract signing is a key tool for promoting accountability, results-based management and alignment of local government work with national and regional development priorities. Mr. Frimpong Naayo urged the MDCEs and MDCDs to approach the contracts with commitment, discipline and teamwork, assuring participants of the RCC’s continued support in achieving the agreed targets.
In her address, Hon. (Mrs.) Charity Gardiner stated that the performance contracts cover the period from 1st January to 31stDecember, 2026, emphasizing that the exercise is a binding commitment to deliver on key development targets, improve service delivery and ensure accountability to the people of the region. She hammered on the importance of compliance with the Local Government Act, 2016 (Act 936), noting that the Act provides the legal framework for performance management, accountability, and the proper functioning of Municipal, and District Assemblies.
The Regional Minister further urged the MDCEs to provide the necessary policy guidance, leadership support, and resources to enable District Coordinating Directors to achieve their agreed performance targets. She also emphasized that she expects full commitment from Municipal and District Co-ordinating Directors in fulfilling the objectives of their performance contracts, stressing that the contracts are not merely procedural requirements but a critical tool for measuring results, promoting transparency and enhancing the efficiency of local government administration.
Hon. (Mrs.) Gardiner also stated that the Ahafo Regional Co-ordinating Council will monitor the effective implementation of the performance contracts to ensure that agreed targets are met and service delivery across the districts is enhanced. She called on the MDCEs and MDCDs to work collaboratively, emphasizing innovation, discipline and strict adherence to government policies in executing their mandates. She finally expressed her appreciation to the Office of the Heads of Local Government Service for their guidance and support in ensuring the successful implementation of the performance management framework in the region. The MDCEs and District Coordinating Directors formally signed their performance contracts for the period 1stJanuary to 31stDecember, 2026, committing to deliver on agreed targets and enhance service delivery in the region. The signing, witnessed by Hon. Mrs. Charity Gardiner and the Regional Co-ordinating Director Mr. Joseph Frimpong Naayo.
The Dean of Hon. MDCEs, Hon. Benjamin Assabil Donkor, in his remarks to accept the charge on behalf of his colleagues, expressed appreciation to the Regional Minister, Hon. (Mrs.) Charity Gardiner and the RCC for organizing the performance contract signing ceremony. He reaffirmed the commitment of all MDCEs to work in close collaboration with District Coordinating Directors, ensuring that the targets outlined in the contracts are achieved within the stipulated period.
In her closing remarks, the Hon. Regional Minister thanked all participants, including MDCEs, District Coordinating Directors, RCC officials and members of the media and reiterated the importance of adhering to the performance contracts, emphasizing that full dedication, teamwork and accountability are key to achieving the region’s development objectives for 2026. She assured participants of the RCC’s continued support and urged political and administrative leaders to collaborate effectively, implement government programmes efficiently and provide regular updates on progress, while encouraging all to remain focused, innovative and results-oriented in executing their mandates for improved service delivery and development in the Ahafo Region.
